Expert Profile:

Xia Jun, Academician of the Chinese Academy of Sciences, Professor at Wuhan University and Director of the Institute of Water Security. In 1976, He graduated from the Wuhan Institute of Water Resources and Electric Power. In 1985, he received his Ph.D. in hydrology and water resources. In 2000, he was selected as one of the "100 people plan" of the Chinese Academy of Sciences. He was the chief scientist of the National 973 Project and director of the National Key Laboratory of Water Resources and Hydroelectric Engineering Science (Wuhan University). He was elected as a member of the Chinese Academy of Sciences in 2015.

He has been engaged in hydrological and water resources research for a long time. He has made systematic research results in the theory and practice of time-varying nonlinearities in runoff formation and transformation. He has discovered the time-varying gain flow production law controlled by the combination of soil moisture, rainfall intensity, and subsurface, and revealed the non-linear mechanism of hydrological runoff. He has developed the distributed time-varying gain hydrological model and its water system theory and method coupled with water environment, water ecology, and socio-economy, and promoted the basic water science and water security application research. The results have been applied to water management of the Yangtze River, Yellow River, and Huaihe River basins in China, as well as to major water project management and sponge city construction in Northwest China and urban flood prevention and mitigation, in response to climate change, resulting in significant socio-economic and ecological benefits. He has published 158 SCI-indexed papers and 169 EI-indexed papers, and 12 monographs. He was elected as the president of the International Water Resources Association (IWRA) in 2009. He is currently a member of the Executive Board of the International Union of Geodesy and Geophysics (IUGG), Chairman of the IUGG China National Committee, Vice President of the Chinese Geographical Society, and Vice President of the Chinese Society of Natural Resources, etc. In 2017, he received the Second Prize in the National Natural Science. Internationally. He was awarded the International Prize for Outstanding Contribution to Water Resources Management in 2011, the International Prize for Hydrological Sciences (IHP-Volker Medal) in 2014, the highest prize in the field of hydrological sciences, and the International Prize for Geodesy and Geophysics in 2019, "Fellow of the International Union of Geodesy and Geophysics (IUGG) in 2019, ICWRER Lifetime Achievement Award in 2022. He was evaluated for "outstanding contributions to the development of hydrological sciences and international cooperation, and for the application of his work in the field of water resources management.
